First, strengthen top-level design and make a solid layout. Zhang Haiden introduced that on August 1, the Ministry of Industry and Information Technology, the National Development and Reform Commission and the Ministry of Ecology and Environment jointly released the Implementation Plan for Carbon Peak in the Industrial Sector, which defined the overall goal of carbon peak in the industrial sector, in which the steel industry was encouraged to moderately and steadily improve the development of advanced electric furnace short process, and the development goal of "by 2025, the proportion of short process steelmaking will be more than 15%, and by 2030, the proportion will be more than 20%" was defined; On February 7, the Ministry of Industry and Information Technology, the National Development and Reform Commission and the Ministry of Ecology and Environment jointly issued the Guiding Opinions on Promoting the High Quality Development of the Iron and Steel Industry, which clearly adhered to the principle of green and low carbon, adhered to the combination of total volume regulation and scientific and technological innovation to reduce carbon, and promoted the coordinated treatment of pollution and carbon reduction as a whole. More than 80% of iron and steel production capacity completed the ultra-low emission transformation to ensure that the carbon reached its peak by 2030. "In addition, the implementation plan for carbon peak in key industries such as steel, petrochemical, chemical, non-ferrous metals and building materials will also be released in due time," he revealed.
Second, it is strictly prohibited to increase steel production capacity and enhance innovation and development capacity. "We should strictly implement the implementation measures for steel capacity replacement, project filing and other relevant policies, resolutely prohibit new capacity, and ensure that policy implementation is not distorted." Zhang Haideng said that in the future, we will continue to consolidate the achievements of steel capacity removal, and improve the long-term working mechanism for preventing overcapacity.
"Promoting the green, low-carbon and high-quality development of the iron and steel industry cannot be separated from technological innovation. We encourage enterprises and research institutes to focus on the key common technologies such as low-carbon metallurgy, clean steel smelting, efficient rolling, logistics control based on big data, energy conservation and environmental protection, as well as general and special equipment and parts such as advanced electric furnaces, special smelting, high-end testing to carry out upstream and downstream collaborative research." He introduced that in recent years, The Ministry of Industry and Information Technology has supported the construction of a number of demonstration platforms and public service platforms for the production and application of new materials, absorbed relevant units of the industry chain, realized the synergy between new materials and end products, and encouraged and guided low-carbon technological innovation in the industry from policies, funds and other aspects.
Third, we will strengthen industrial restructuring and promote energy conservation and emission reduction as a whole. Zhang Haiden pointed out that the development of China's steel industry is still unbalanced and insufficient. We should step up efforts to eliminate backward production capacity, promote enterprise mergers and restructuring and optimize the layout, and promote the transfer of steel production capacity to regions with environmental capacity, energy consumption indicators, market demand, and resource and energy security; Actively promote the coordinated development and carbon reduction of steel and building materials, electricity, chemical industry and other industries, promote the joint production of steel and coke, and improve the comprehensive utilization efficiency of steel slag and other solid waste resources.
"The development of advanced electric furnace steel is one of the key paths to achieve carbon peaking and carbon neutralization in the steel industry." He said that the Ministry of Industry and Information Technology will orderly promote the development of electric furnace steel, and encourage conditional blast furnace converter long process enterprises to transform and develop electric furnace short process steelmaking. At present, the Ministry of Industry and Information Technology is promoting the construction of high-quality development leading project of electric furnace steel with Sichuan Province, exploring the development model that can be replicated and promoted, and helping the steel industry to achieve carbon peak and carbon neutral.
